About the PLC


The Preparedness Leadership Council, International (PLC), is a thought leadership group comprised of insider practitioners and opinion leaders who offer advice and recommendations on topics relevant to emergency planners, responders, receivers, local-state-federal authorities, nongovernmental organizations, and the private sector. Focusing primarily on prevention, protection, response, recovery and mitigation, the PLC is tasked to develop quantifiable and qualitative feedback from surveys and discussions that is gathered from and shared with a broad multi-discipline, multi-jurisdictional audience of operational professionals and policy advisors.

Executive Director for PLC and Former Publisher Emeritus of DomesticPreparedness.com

Martin (Marty) Masiuk is the Founder and Executive Director of the Preparedness Leadership council.  He is the former Publisher Emeritus of DomesticPreparedness.com.  On October 1, 2021, DomPrep's owership was transfered to The Texas Division of Emergency Management (TDEM) under The Texas A&M University System. In 2013, Masiuk founded the Preparedness Leadership Council as a thought leadership group intended to lessen the burden on and increase the effectiveness of operational preparedness professionals and help policy professionals make better-informed decisions.  Prior to that, he was employed by McGraw Hill’s Business Week and Aviation Week & Space Technology publications.

 

Laura Johnson

Program Manager

Laura Johnson serves as the program manager for the Preparedness Leadership Council, International (PLC). She also manages her own training and marketing firm, called Training Outreach. With more than 25 years of experience in training and facilitation, she previously served as: vice president of conferences and business development, Homeland Defense Journal; president, Government Horizons; and manager of training programs, ABS Consulting. She regularly volunteers her time to the Montgomery County (Md.) Community Emergency Response Team (CERT) program, the Montgomery County Police Training Academy, and other emergency-related organizations.
